Do Colleges Offer ASL (Sign Language) Classes if You Dont Want to Major/minor in Linguistics or Anything?

I assume you want to know if you would be allowed to take ASL as a non-linguistics major. Presumably you don’t really mean that you don’t want to major/minor in "anything." Many universities do not limit classes based on majors.
As far as what universities offer it…you can’t be serious! It is impossible to list all the universities that offer ASL. Check out the schools you want to attend and ask them.
