Do People Who Were Born Deaf Hear Their Own Thoughts? or Do They Think of Concepts?

To make it clear: When I think, I hear my own voice form my thoughts. But, how does someone who's never heard themselves or anyone else speak, think? Do they picture their thoughts using sign language?

that's a good question…
maybe it's a combination of concepts & signs, or other visual types of language; words in general.
i'm not deaf, but i know i don't always think in words, i tend to think in concepts. it sometimes makes it hard for me to communicate what's going on in my head because i need to "translate" it into actual language.
