It's never too late to start. It helps babies communicate and understand what you're saying to them (ie, what's happening to them). At 10 months your baby will be able to make some rudimentary signs as well to let you know what he/she needs.
Just look up (or invent your own) sign for hungry, thirsty, pain, hot, cold, bath, diaper, anything that is significant to your child. Make the sign in front of her immediately before doing the task, and have her make the sign too (you make it with her hands), and make sure the event happens right after you make the sign.
